So, What Is Emiratisation?
In plain terms, Emiratisation is the UAE government’s initiative to increase the number of Emirati nationals employed in both the public and private sectors. It’s not just a goal—it’s a growing mandate.
The program began with a modest 1% requirement. Today, private sector companies on the mainland are expected to meet a 7% Emirati workforce quota, with plans for this percentage to continue rising annually.
The Challenge?
Only 1.15 million Emiratis in a population of 11.28 million—and nearly 70% of them work in the public sector, drawn by stability, benefits, and long-term security
That leaves a sliver of local talent available to the entire private sector—and every company wants in. And as the Emiratisation quota rises, finding qualified Emirati candidates is becoming less of a hiring task and more of a strategic challenge.
In short: demand is rising, supply is shrinking, and the race to hire top local talent is only getting tougher.
What Does That Mean for My Business?
Here’s where it gets real:
● If your company has fewer than 20 employees listed under your MOHRE (Ministry of Human Resources and Emiratisation) file—good news! You’re exempt. For now.
● If you’re in the 20–50 employee bracket, you’re required to hire at least 2 Emiratis by June 30, 2025.
● If you have more than 50 employees, your Emirati headcount must make up 7% of your workforce by the same deadline.
(For example: 50 employees = 4 Emiratis. Simple math, high stakes.)
And If I Don’t Hire Them?
Then comes the not-so-fun part: the fine.
AED 108,000 per year, per Emirati not hired.
Yes, you read that right.
So if you’re supposed to hire two Emiratis and you don’t, that’s AED 216,000 out the door in fines alone. That’s not a slap on the wrist—that’s a financial gut punch.
So, What Are My Options?
You’ve got two main routes here, and both can work—depending on your structure, headcount plans, and budget.
Option 1: Hire Directly
Hiring Emiratis under your own sponsorship keeps things internal and aligns with national goals. But with a limited talent pool and increasing demand, every qualified local is being chased by 30+ companies. The longer you wait, the harder—and more expensive—it gets.
Option 2: Outsource Smartly
Alternatively, partner with a licensed EOR (Employer of Record) or outsourcing provider (like, oh I don’t know—us?) who can absorb the additional staff into their headcount, thus keeping your MOHRE list under the 20-employee threshold.
Let me give you a quick scenario:
Say you have 18 employees and plan to hire 5 more. If you bring them on under your own visa, you hit the 23 mark—and boom, you’re now required to hire 2 Emiratis.
BUT… if you outsource those 5 new hires through a compliant EOR provider, your MOHRE file still shows 18 staff. No Emiratisation obligation. No fine. No fuss. Just a simple outsourcing fee—roughly 30% of what you’d pay in fines.
